The first entry so in a sense everything was changed.  The main change 
though was to bring some stability to a method of releasing the
libraries.  JSP and its constituents are experimental platforms for
its designers, we added the 'release' directory to be populated by the 
release rule in the Makefile when appropriate.  The docs rule now
copies packages from the release directory when building the web page.
