| We are writing to you in answer to your request on October 22, 1998, which arrived at ECOSUR's Chetumal Campus in December 1998, in which it is solicited, based in a requirement of the National Institute of Ecology, that we evaluate the document denominated "Characterization and environmental diagnosis: Xcacel-Xcacelito", produced by Ecored. | Nos dirigimos a Usted en respuesta a su solicitud del 22 de octubre,

y diagnóstico ambiental: Xcacel-Xcacelito”, elaborado por
Ecored. |

| We found the following deficiencies in this document: | Encontramos las siguientes deficiencias en dicho documento: | |
| 1. As an environmental characterization, it is incomplete; since it refers almost exclusively to the area's vegetation, and it does not detail the marine and fresh water ecosystems. For example, it misses to mention the communities of fish and macroinvertebrates that are natural to Xcacel's cenotes. | 1. Como caracterización ambiental está incompleto, pues se refiere casi exclusivamente a la vegetación, sin consideración detallada del medio dulceacuícola o marino. No se menciona, por ejemplo, la comunidad de peces y macroinvertebrados de los cenotes de Xcacel. | |
| 2. Another important omission is on hydrology, which (differently from what it is asserted in the document) will not be treated in the ecological plan, because the document is only concerned to the current protected area, which goes a mere 100 mts. inland from the coast. | 2. Otra omisión importante es la hidrología, la cual, a diferencia de lo que se afirma en el documento, no será tratada en el plan de manejo, pues éste se limitará al área protegida, misma que sólo llega hasta los 100 m tierra adentro desde la costa. | |
| 3. The area surveyed to perform the study was arbitrary, more likely insufficient and non-representative, neither in extension nor in number of repetitions. A statistical test does not appear to sustain the size of the sample taken. | 3. El área muestreada para caracterizar la vegetación fue arbitraria, muy probablemente insuficiente, no representativa, ni en extensión ni en número de repeticiones. No se presenta una prueba estadística para sustentar tal tamaño de muestra. | |
| 4. There are misconceptions in the notions of vegetation types, community and association. | 4. Se confunden los conceptos de tipo de vegetación, comunidad y asociación. | |
| 5. It is not clear what were the reasons behind the selection of quadrants and "transectos". In fact, the "transectos" do not cross the greater possible diversity of vegetation types, and the quadrants do not seem to be chosen randomly. | 5. consultation, nor a

| It is probable that these deficiencies have their origin in the lack of time needed to make a well organized research. The haste on which the pretended development is to be carried out is not an excuse for the lack of scientific and technical soundness on this type of studies. | Es probable que estas deficiencias tengan su origen en la falta de tiempo para realizar estudios bien fundamentados. La prisa de llevar a cabo el desarrollo previsto no debe ser excusa para no dar solidez científica y técnica a este tipo de trabajos. | |
| In spite of the enlisted problems, we agree with the suggestions to preserve the area, as raised in the document. The presence of threatened species or in danger of extinction, and the damage that already have been made when constructing on the dunes and when building roads through the manglar are enough reasons against any further development in Xcacel-Xcacelito. | A pesar de los problemas enlistados, consideramos rescatables las sugerencias de acciones de conservación que plantea el documento. La presencia de especies amenazadas o en peligro de extinción y el daño que ya se ha cometido al construir sobre la duna y abrir caminos a través del manglar son razones en contra de cualquier desarrollo ulterior de Xcacel-Xcacelito. | |
